Hi all!
I'm just starting with my GMAT preparations, and I'm thinking of keeping my options open by considering tutors and tutoring sites.
However, since I'm new at this, could you recommend some reliable and top-rated GMAT tutors (who offer online tutoring) and tutoring sites? who could guarantee a 700+ score?

Ray101 – There are two options that you can take:
1. Take private tutoring from one of the GMAT Prep partners such as Veritas Prep or Manhattan Prep. Take a look at reviews for the same.
2. Contact independent verbal tutors active on this site – this would include people such as mcelroytutoring and ChiranjeevSingh
Just remember good private tutors start at $100/hr. They typically require that you take a minimum of 10 hr bundle.
Even before you get there, make sure that you decide on a target GMAT score. You target score depends on the schools that you are planning to apply to. To improve your chances of admission, you should aim to score at least the median score at your target school. For example, the median score for the class of 2015 for Wharton was 730.
Once you have a target GMAT score, get your target Quant and Target Verbal scores. Use a tool such as GMAT Planner for the same.

Since it sounds like you're just beginning your studies, then it would be a good idea to take a FULL-LENGTH practice CAT Test; you can download 2 for free from www.mba.com (and they come with some additional practice materials). If you want to do a little studying first, so that you can familiarize yourself with the basic content and question types, then that's okay - but you shouldn't wait too long to take that initial CAT. That score will give us a good sense of your natural strengths and weaknesses and will help provide a basis for comparison as you continue to study. A FULL CAT takes about 4 hours to complete, so make sure that you've set aside enough time to take it in one sitting. Once you have those scores, you should report back here and we can come up with a study plan.

1) Do you have an exact Test Date yet (and if so, then what is it?)?
2) When are you planning to apply to Business School?
3) What Schools are you planning to apply to?
