Why Option C is Wrong
Since Ardane speed limit is high compared to other places installing would be able to bring it down the speed by 20-25% which would also be higher speed--- How this is not a drawback???
Enforcement of local speed limits through police monitoring has proven unsuccessful in the town of Ardane. In many nearby towns, speed humps (raised areas of pavement placed across residential streets, about 300 feet apart) have reduced traffic speeds on residential streets by 20 to 25 percent. In order to reduce traffic speed and thereby enhance safety in residential neighborhoods, Ardane's transportation commission plans to install multiple speed humps in those neighborhoods.
Which of the following, if true, identifies a potentially serious drawback to the plan for installing speed humps in Ardane?

The question is asking about a drawback to the plan of installing the speed humps in Ardane, where in Option C it tells you about other cities, something which is not answering the question about the success/failure of the plan in Ardane ,while option B properly takes care about the case that ambulance and fire trucks,which are important emergency vehicles will get impacted, in turn causing the delay in solving the issues of Ardane

Let me give an analogy:
Bangalore has a lot of cases of drunken driving.
Use breathanalyzers is a good way to reduce cases of drunken driving.
Delhi and Mumbai have seen a reduction of such cases after breathanalyzer testing was increased.
Should we use it in Bangalore?
Now answer C is saying the equivalent of:
Cases of drunken driving are higher in Bangalore than in other cities in India.
This is a GREAT reason why it SHOULD be implemented.
