School A - not as expensive but smaller scholarship (first choice)
School B - more expensive and very large scholarship (second choice)
School A and School B have similar rankings and are both finance driven.
Is it possible to hang scholarships received at at School B over School A's head and ask for more money from School A?

Sure it is possible, but you need to negotiate in a professional manner.
Say something like you are interested in the school and the school connects with your goal and all, but finances are a problem and then there is another school that i ready to give you a better scholarship. So can you please reconsider my award.
There are certain tips on how to write this mail. Be sure to have a look at them once.

Is school B regarded as better than school A? (irrespective of rankings - as that is all subjective depending on which ranking table you look at). For instance, are you comparing Berk Haas vs MIT (which have a similar FT ranking, but MIT is well regarded as better than Berk Haas). You also want to see if they see each other as competition based on their strengths (Harvard vs Stanford, MIT vs Stanford, Wharton vs Booth etc).
It also depends on who school A (certain schools have a 'pride' that they dont yield, and expect the student to WANT to be in the school) is and if they do offer you a little bit more, would you accept them?
