There are 10 points in US News rankings between Foster and McCombs. McCombs is meaningfully better and has a much larger class size (more than double), which is a good thing - helps with attracting employers on campus.

As someone from Seattle, I can say that while UW is the big dog (and only one) in Seattle, the Foster MBA is not the big dominant program. If you were from here or you wanted to stay in Pacific Northwest, the alums do have a network since foster is a local/regional program but I don't think you would expect a ton of help from them for the juicy positions. Those would be competitive to attract a lot more talent and referrals. McCombs sounds like the ticket unless you are tight on money.
