I would definitely go UCD+CEMS. The CEMS program has the best partnerships with top business schools around the world so say you decide after your first year you want to work in the UK/Denmark/Switzerland etc you can go to their respective top universities for the CEMS and get the chance to recruit and network there first hand which will give you a better chance to get a job wherever you want. Plus the two year program gives you the chance to explore what you like further and get a summer/off-cycle internships before recruiting full time, giving you more experience and a better profile. Also if you are worried about any language barriers you can use that first year before the CEMS exchange to pick up on the language of where you want to do your CEMS/work in the future.
I don't think going to UCD will constrain you to Ireland taking into account you are doing a CEMS, as the program has good reputation and if you do the CEMS in your desired country of work it will definitely give you an advantage.

However, I always recommend finding people on linkedin who did the same program and having a chat as to what their experience/opinion is. It will definitely give you a great insight as to what to expect.
