idk about the official answer on this one.

I am going with E because saying if the gardens and playgrounds in Greenfield Park were given significant improvements, then it actually gives people a reason to use the paths in Greenfield Park.

I went for E as well with the same logic.
Another reason for not picking D was - If nearby parks have already used this strategy and improved their paths (okay, I guess one can point out it isn't stated that they did actually improve their paths but if that is the case then the trust deficit should demotivate people to not fall for the same trap again when Greenfield tries it) then it gives the people around greenfield the positive motivation to use those paths to walk/bicycle instead, and hence Greenfield's plan to raise money would fail.
