Even if i assume the regular price of second and third most expensive item is 20 each the total discount works out to be $14 which more than 15% of 50+20+20????

Vivek, not sure what your question is though.
For stmt1: price of the third item will be between 0 and 20. For the two boundary values too, total discount amount will be more than 15% of sum of regular price. Hence, stmt1 is sufficient.
