The problem with C is primarily one of meaning. It says that we should see a) a lowering of crime rates and b) fears about public safety, a surge . . . , and a lessening . . . . First, I don't know why we're separating "a lowering of crimes rates" from all the other items. Second, and more importantly, this makes it appear that "fears about public safety" is one of the results we'd see. This seems to be the opposite of the intended meaning--that we'd see a lowering of fears. Does that make sense?
