Your poll options consist of a range of total score not verbal raw score. That said, surprisingly, several non-native speakers get very high scores on the verbal section, scores as high as 48+. Therefore, there's no disadvantage for a non-native speaker; on the contrary, most non-native speakers put in extra efforts just to cross the 40 marks and they successfully do. All the best!

generally 36 and above is considered good for non-natives. However, non-native speakers vary. English language is the second language for many countries, but they drastically vary in proficiency level. For Example, Singapore and Malaysia are high, Nigeria and India are good, Egypt (my country) is poor. So you have to consider the pool you are from.
