I used to remember this rule very clearly, but has gone rusty with age. But I'll try...
Alaska was part of Russia --> Means Alsaka used to be part of Russia, but now it's not.
Alsaka had been part of Russia --> Means Alaska used to be part of Russia and it still is (in a past context)
Dinosaurs were .... --> Used to be the biggest predators but now are not
Dinosaurs had been .... --> Used to be the biggest, and still is (but in a past context)
