Hello all,
I was going through the CR section on MGMAT Foundations of Verbal book and came across this sentence on page - 161
"In Steamtown, an average of 40% of eligible voters casts ballots in local elections. The upcoming election includes........"
While, this is not an SC question, it appears incorrect. Shouldn't it be "40% of eligible voters cast" and not casts
Can you please help me understand what is going on in this sentence.

You have made a careful observation here. In my opinion, both verbs are correct but the meaning differs in each case. We use 'casts' when the subject is proportion, a mathematical quantity, but use 'cast' when the subject is voters. So, since casts is used here, you may imply that 'an average of 40%' is the subject here.
This concept is mentioned in the theory section of Sentence Correction chapter in the Official Guide. You may refer to it for further details and examples.

Thanks for the reply, just noticed that i had dropped another "of" in the sentence. I am not sure if that changes anything.
