The sentence seems to imply that a "certain government" and a "certain region" are in conflict. It does not make sense since "government" is a group of people while a region is a portion of land.
Possible Correction:
1) The conflict between Ethiopia’s government and the people/government of the northern region of Tigray crossed international lines.
