why is A the correct answer ?
...is it because the argument already assumes that the new codes will need improvements to the electrical system and emergency exits ?

This was a tricky one. The text didn't explain why?

The way I saw it is: If the rule did not apply to any older buildings, then there is no need for the renovations.

I think the key word here is "extensive". The statements seem to be comparing the existing facilities with some standards. It has to be renovated to be on par with new buildings.

So it is A
