Specialist Coaches are unrepresented on the selection committees of the National Football League (NFL).   
 Specialist Coaches    do not have a single representation (analogous to a union head or someone similar) of theirs on selection committees of NFL. This would suggest that each specialist coach is standing for himself whenever he has to convey a point to the NFL.
   Since these committees advise NFL directors and recommend policies, the over representation of Specialist Coaches results in a relative lack of NFL technical support for research in the Specialist Techniques.   
The over representation part of SC is explained by the individual representation of each coach. This means that if there are 5 SC's having single representation, then that single representative will stand in the meeting but if we remove the single representative from the equation, we will have 5 SC's standing in the meeting each with his own ideas and approaches. Hence over representation will lead to too much noise and NFL may not be able to understand or advise each of them in their technique.

Now the thought process that follows is  - The problem is crowding. It can be resolved in two ways,  EITHER  SC's now start having a single representative for them whoh can communicate their generic technique and its deduced problematic areas on which NFL can then assist and provide technical support  OR  NFL increases its technical support team to give SC's individual attention for better results.
