The latest public opinion poll shows that the transportation bond issue, soon to be voted on in Congress, is overwhelmingly supported by the residents of the 4th district. The day after the results of this poll were released, Congresswoman Selma Thurber, who represents the 4th district, changed her mind on how she will vote on this issue. Some have accused her of abandoning her principles in order to court voters in the upcoming election. However, public opinion polls help elected officials know where the public stands on specific issues. Therefore, by coming out in favor of the transportation bond issue, Thurber is merely doing the job for which she was elected: representing the public.

I would go with D
Conclusion: By supporting the bond issue, Mrs.X is doing her job, which is representing the public.
If we negate D we get "In some instances, representing the public does not mean taking the same position as that taken by the majority."
So, Mrx. may not be doing her job.
