The latest public opinion poll shows that the transportation bond issue, soon to be voted on in Congress, is overwhelmingly supported by the residents of the 4th district. The day after the results of this poll were released, Congresswoman Selma Thurber, who represents the 4th district, changed her mind on how she will vote on this issue. Some have accused her of abandoning her principles in order to court voters in the upcoming election. However, public opinion polls help elected officials know where the public stands on specific issues. Therefore, by coming out in favor of the transportation bond issue, Thurber is merely doing the job for which she was elected: representing the public.

The argument is based on which one of the following assumptions?

Congresswoman Thurber was elected by a clear majority of the voters.

The people whose opinions were tabulated in the latest public opinion poll are all residents of the 4th district.

Since winning election, Congresswoman Thurber has never taken a position on an important issue that was in opposition to the majority opinion of the residents of her district.

In some instances, representing the public means taking the same position as that taken by the majority.

Congresswoman Thurber came out in favor of the transportation bond issue after learning that substantial employment opportunities for residents of the 4th district would be created if the bond is approved.

I would go with D

Conclusion: By supporting the bond issue, Mrs.X is doing her job, which is representing the public.

If we negate D we get "In some instances, representing the public does not mean taking the same position as that taken by the majority."

So, Mrx. may not be doing her job.
