Unless the building permit is obtained by February 1 of this year or some of the other activities necessary for construction of the new library can be completed in less time than originally planned, the new library will not be completed on schedule. It is now clear that the building permit cannot be obtained by February 1, so the new library will not be completed on schedule.

The argument tells us one of two things needs to be true for the library to be built on time: either they need the permit by Feb 1, or they need to finish some other activities quickly. We then learn that they won't get the permit by Feb 1, and the argument concludes that they won't build the library on time. There's a clear gap here: what if they finish those other activities quickly? The argument is assuming that won't happen, because if it did, it would still be possible to build the library on schedule. So answer A is correct.
