According to given definition, at any moment of time % of obese children in total population is exactly 15%, no more, no less.
And if absolute number of obese children increased (15% of population), it means that absolute number of not-obese ones (85%) also increased.

I would have gone for E by process of elimination. C looked just contradictory to the main statement, but, on seeing the explanation above, it feels the right answe. (C)
