I think it's E.

If you visualize a pie, it's saying that section A's % shrunk a lil bit even tho it's total population increased. This means the entire pie grew in size, but it's portion decreased a little bit.

So now just run thru the answer choices
A - Korva had the smallest # of residents?? hmm we don't actually know it's original size. It could have been the smallest, and also could have been the largest.

B - Korva grew by a smaller percentage than in previous years...well we don't actually care how it grew relative to itself..we care how it grew relative to the other 3 regions. That's what affects the % of pie. Doesn't matter how fast it grew on itself in the past.

C - Each of the other 2 regions increased by a % that exceeded the % increase in region A. I almost picked this one but I thought of a situation where it didn't work. For example, a scenario where the other two regions are extremely small, so on a % basis, they can grow really fast but not strong enough to counter a low % gain on a very large region A.

D - Region A's numerical population increase was smallest. Hmm, this could be possible. For the other regions to gain pie share, it must have taken a much bigger population increase. But my doubt lies in that there are two regions..one of the regions could have taken the gigantic population increase. And the other one could have had a small increase, even smaller than A's. So A wouldn't necessarily be the region with the smallest increase.

E - Region A's population grew by a smaller % than did the population of at least one of the other two regions.. aha! now this question talks about one of the other 2 regions. My problem with D was that one of these other two regions could have been a very small grower. But E talks about at least one of the 2 other regions..and that pinpoints what I was trying to get at. Thus, we could have a case where region B grew a lot. Region A grew by a smaller % and C also grew by a smaller %. All facts are still consistent.

Ah so hard to read explanations and write them, you should absorb explanations with someone's thought process. Only place i've seen is the "GMAT Pill Section Pills" which explain thought process (there's one for CR). The other books and these forum explanations require a lot of reading. Gmatpill.com

the answer is "C"
E does not represent all the cases for eg it is possible that one region has gained the maximum population and the other two minimum and Korva comes 2nd in both the years.
D is wrong as we need the compare the % of population not the numeric value.

Its E. Both parts dont necessarily have to increase over Korva. At least one is the key.
