First thing let me admit that there is a typo in choice D . The phrase 'last month' is appearing twice. The sentence should read as - The Tirumala Tirupati Devasthanams (TTD) Trust Board decided last month ........." I have since edited it.
Second thing, while solving this question, please go by th core points. The core points here are - Are the various actions done there, are equal? Or is there a primary purpose function, which takes other secondary functions along with it? In that case, how that sentence should be constructed? Whether we can join the various functions with a co-ordinated conjunction like - and or but - ; or should we we use subordinate conjunctions? Then look for secondary errors such as improper pronouns and voice.

These passages have been created by me as part of the curriculum in my online tutorials. Hence the source is only me

A - "while the archakas" .were sought - not Parallel - The board decided XXXX ,and sought YYYYY.
B - Correct uses - The board decided XXXX ,and sought YYYYY - Parallel in Tense
C - and those of - junior archakas.......while seeking - not Parallel, decided and seeking....TTD board is the subject so both verbs used are for the board should be in same tense
D - that of junior archakas - is wrong - that is Singular , we need to use those of
E - Though changes the intended meaning.

Salaries is in the plural form. So the comparison between the salaries of the chief priests with those of the junior priests is the right usage. 'That' is to be used when the number is singular.
A- Usage of 'that'.
B- Right answer.
C-While seeking - refers to Present Participle whereas the entire sentence is in the past tense.
D- Incorrect usage of 'that' instead of 'those'. Also though is not to be used in this sentence.
E- Again incorrect usage of 'that'. 'them' used in the end of the sentence has a vague antecedent.

Is the phrase “while seeking “a present participle? Let us say,

I lost my purse while walking along the street.
I got a beautiful view of the valley while trekking on the hills

Aren’t the above examples perfectly right? So there no shift of tense in the phrase “while seeking “in choice C. It only denotes that increasing the salaries and seeking to withdraw” happened simultaneously.

Choice B goes against this intention. It says that TTD decided to increase salaries and sought the withdrawal of the case, as if both are independent of each other. No. The crux of the matter is that: TTD says, we will increase the salaries provided you withdraw the case. While the decision to increase the salaries is the primary function, seeking the withdrawal is the auxiliary function, which can not be presented as an equal function by using the co-ordinate conjunction “and”

So Choice C is the best answer
