B is correct.

A is not correct. Grammatically you may parallel the elements but logically you can not.

By maximizing emphasizes how it is balanced.

Can anyone please explain....why we need a comma after judiciously?

why cant we just continue like- balance it judiciously by minimizing......

Isn’t it a run-on now?

In the choices, in B for example, if we remove the comma - has to balance it judiciously by minimizing non-development imports to save valuable exchange, and by maximizing -
Now, the dilemma arises as to what judiciously modifies? Whether balance it or maximizing. A comma after judiciously kills that ambiguity, IMO.

is it better off without the comma ??

ideas should also be logically parallel. this is a good example of this rule.

'balancing a budget' is not on the same level as 'minimizing/maximizing import'. the later is, in fact, a gateway through which a budget is balanced. so we need 'by minimizing import' here to present the idea logically.

B is the best ans.
