First split is that the '15 percent' refers to a quantum of a singular and collective noun 'population' and so 15 percent can’t be expressed by ‘as many as’. It has to be ‘as much as.’ Eliminate A, D and E. In B, ‘causing the result’ is redundant and awkward.
