How is D eliminated here???

Also, i thought the use of "were predicting" in E was awkward.

+1 for E. 3-2 Split led to elimination of A,B and C. (effects is plural so exceeds is wrong).

D is incorrect as "far" should modify "exceed". So E is the clear winner here.

Many climatologists now suspect that the effects of global warming will include unusual temperature fluctuations throughout the northern and southern hemispheres that far exceeds what scientists at the kyoto summit were predicting only a few years ago.

B) far exceeds those predicted by scientists at the kyoto summit only a few years ago
C)exceeds by far that which scientist at the kyoto summit had predicted only a few years ago
D)exceed by far those that scientists at the kyoto summit had predicted only a few years ago
E) far exceed what scientists at the hyoto summit were predicting only a few years ago.

can someone please explain how fluctuations is the subject of sentence .

Well i really don't have strong reason to eliminate D
i really don't see the need for past perfect.
i find 'those that' wordy

but i am also not happy with
'were predicting'
