can someone please explain how fluctuations is the subject of sentence .

This is sentence that nests clause inside a clause.
Many climatologists now suspect that
{
the effects of global warming will include unusual temperature fluctuations throughout the northern and southern hemispheres that
{
far exceed what scientists at the kyoto summit were predicting only a few years ago.
}
}
So for the verb "exceed", the subject is "temperature fluctuations". It's bit difficult to spot because of mesh-mash of phrases/words.
