Why "C" is out. ? . How "Considered as " is Wrong ?

Certain words are written that way.

X is considered to be Y
X is considered as Y are wrong usages

X is considered Y
is the proper usage. These are called idioms/idiomatic usages.

If you ask me why, I will say I dont know. And I would say that you don't spend your time knowing why. Instead learn these by-heart. You need not know their origins. Use your time instead to focus on other SC concepts.
