I think it is C because, The coach should be thrilled and it happened at the same time as he thrilled

Meaning :-
1. The coach was thrilled with the performance of his team and win over an arch rival.
2. Therefore, he decided to give his players a day off from practice.

(A) it was announced by the coach to give his players a day off from practice
Who was thrilled by the performace??
The coach
So just after the comma we should have the coach coming first. Eliminate

(B) the announcement of the coach was to give his players a day off from practice
Same error as reported in A.

(C) the coach announced that he was giving his players a day off from practice
The coach correctly is being referred correctly.
Announcement happened after the performance , so the sequence of events is also maintained

(D) the players were given a day off from practice by the coach
Coach was thrilled not the players. Eliminate

(E) the coach had announced that he was giving his players a day off from practice
The coach is being referred correctly but usage of past perfect had is incorrect.
Announcement happened after the win not before.

Eliminate: A, B & D

Between C & E, simple past 'announced' and past perfect 'had announced', C is perfect.
