==> Changes meaning. Implies that the change stopped?
d) Annually an increase from 25 to 30 % had occured between 1980 and 1996 in the processing capacity of personal computer
==> Same as C

There is nothing wrong with A.
B, C and E incorrectly use the idioms - From X to Y... and between X and Y.
D is wrong, because it unneccessarily changes the tense from present to past, besides D is very awkwardly worded.
