Hydrogen fuel cells are a promising technology for use both as a source of heat and electricity for buildings and also as an electrical power source for electric motors propelling vehicles.

A. and also as. -->Also is unnecessary here.
B. or as. ---> both.....or is not parallel.
C. and --> As is missing .
D. and as. --> Correct!! Both as....and as.....
E. as well as --> both as....as well is not parallel.
