IMO A)
First of all "considered" is not verb here (it is adjective)...."was" past verb...confirm it.

2nd verb is not required i think.
if we were to use a 2nd verb then we would need a "that"

if "was" is used then we are considering "the management" as subject but subject here subject is "no one" . If we were to use "was" then we need something that introduces a new clause (a subject and verb) and "that" will be used to introduce that clause.

Also there is an idiom "Consider X Y" and is used without "to be" in contrast to "consider X to be Y".

i went with A as well. For me B didnt make sense without the second verb. :(
