- • This is an ing modifier- “stating” should be modifying some entity that can “state”
• the “its” should refer to a singular entity
• The past perfect “had been” means we should look out for another event in the simple past tense.
- o So some singular entity has stated that the downturn had been its biggest challenge
- • Okay…so that singular entity is the state government and that other past event is “said”.
- • The state government said that it would start a scheme
- • .The “ed” verbal modifies the scheme.
Intended meaning:
- • According to the state government, the recent economic downturn had been one of its biggest challenges
- o This challenge was due to the lockdown
• This scheme would be based on classifying workers according to their skills and creating jobs to suit them.
