IMHO D should be correct answer

A and C are wrong due to "it's". Now the question is what actually marked the end of the last day...is it the senate or the senate's passing? Out of B and D...I went for D. In the congressional session...probably the passing marked the end...

Yes, the OA is D.

Please note that:
"its" is the possessive form where as "it's" is equivalent to "it is"
