"who" is a sticky term - meaning if the author wants to use "who", then Oneida has to be right next to it. However, who in the sentence is referring to the League. (which isn't what author intended)

yes.."who" doesnt have a clear referrant means it might be pointing to league which is wrong.
onieda is singular.

you are saying that who can not refer to Oneida. the better version is 'which'. Am i right?
and Oneida is always single, yeah?
