C cant be the answer because we dont know whether the pronoun "it" is refering to zoo or the elephant.
Rest other choices are akward.......
Option A make sense.

C for clear pronoun reference

C is clearly wrong.. "it" has no clear reference .. It can refer to "Elephant" or "Zoo"

D,E --> "that" missing

B, had been waiting --> past perfect continuous tense is not required

A is the best.

you're right....i didnt think of zoo's earning money, but its totally possible...my bad
