I'm still confused. "selling nearly 90,000 tons a year to foreign markets, with almost half going" Why we use "going" here? is that the reduced clause? i think this should be : selling nearly 90,000 tons a year to foreign markets, with almost half goes to the United States. Is this sentence correct? : ....selling nearly 90,000 tons a year to foreign markets, with almost half of the 90,000 tons goes to the United State.

with almost half goes to the United States is not correct because it will make up a clause incorrectly following after with
After with, we only use Noun phrase to make up a prepositional phrase or structure like: with + Noun + that + clause (S + V + O) but: with + clause (S + V + O) is incorrect

Though I agree D is incorrect its not because of "it". "to foreign markets" is prepositional phrase and can not act as noun phrase for the latter part. Hence it correctly refers to 90000 tons. Even in E half "of it" is implicit.
