the reason is that 'however much' brings a contrast in the two clauses.."however much most parents concur that young people are watching too much violence on television and that cable programming is the main source of this corrosive influence" and "cable community continues to push the boundaries of what is acceptable entertainment in the society."..
also D just gives two sentences which are not interconnected...

and why would it not be d?


When ever there are two clauses, they should be joined by an appropriate coordinator such as and / but/ although/ while etc. Else the sentence will be a run-on sentence.

From C & D, D is a run on sentence because it tries to join two clauses by a mere a comma.
