A is correct.

In C, "lobbied for stadiums that had" suggests that XYZ lobbied only for stadiums that had fewer seats and..... 'that' restricts the stadiums.

Isn't the author trying to convey that MLB lobbied only for stadiums having fewer seats? Why would the cynics charge if that had not been the case?

I missed "less seats"..may be that is the reason "D" is wrong..not because of "restrictive" usage.

A is correct.
There is no need for stadiums that had fewer seats....stadiums with fewer seats is clear and concise...
