A looks good.

The health issued a notice regarding the guidelines for the protection of human subjects,reiterating that research that is neither conducted by an organization specializing in projects involving the use of human subjects nor supported by government agencies supervising such projects is still subject to regulation by an institutional review board.

A)supported by government agencies supervising such projects is still sibject to regulation by an institutional review board - correct
B) is supported by government agencies supervising such projects is still subject to regulation by an institutional review board - not parallel
C) is supported by government agencies supervising such projects that are still subject to regulation by an institutional review board - not parallel and 'are' is incorrect for singular 'research'
D)supported by government agencies supervising such projects that are still subject to regulation by an institutional review board - 'are' is incorrect for singular 'research'

yes, it should be A. D was very close, but i think subject-verb agreement is not in place.

Imp point to note:
"is" is before "neither"; therefore "is" would be valid for both X & Y in neither X, Nor Y.. . .Thus we do not need to repeat "is" in front of B & C. .. had, "is"been after neither, then we needed "neither is X, nor is Y". .

similarly, repeat of "that" in E is not required.

We are left with A & D - which both have correct parallelism but one subtle difference
We need "research. . . . is" and not "research . . .(nothing)" --> in D, "that are still " is modifying "projects", whereas we need "is' to relate to "research"

Thus A is answer
