Hi lolugullu. There is not quota for the seats in any of the rounds. You should apply only when you are prepared to present your best application.
No quota as mentioned above. That said, if you are ready, the earlier the better. You should definitely apply only when you are 100% ready, but all things being equal you are better off applying earlier in the cycle. It's not worth applying when you are even 95% of the way there though, so perfect your application and then make the decision.
