Given you have p plants, total length of pots = 0.5p
If you draw out the pots of plants and planter, you'll notice the gaps are (p+1).
If there are 3 pots, there will be 4 gaps between the pots themselves and with the planter.
At least 1 inch distance = you'll be finding the max no of pots.
0.5p + (p+1)(1) <= 12
p<= 7.33
max = 7
At most 2 inch distance = you'll be finding the min no of pots

min = 4

I considered one half as 3/2=1.5.
