Here, what Is the Question Asking?

Which population groups in City Y should be targeted for incentives? & what is given,

City Y’s approach-> to offer incentives specifically to groups where more residents have moved out of City Y (“From City Y”) than have moved in (“To City Y”) over the last 5 years.

Hence, for each group, compare the percentage who LEFT City Y (From City Y (%)) to the percentage who MOVED IN (To City Y (%)).
If From City Y (%) > To City Y (%), City Y should focus incentives on this group (Yes).
If From City Y (%) < To City Y (%), City Y should NOT focus incentives on this group (No).


Let’s check each group

1. 30-34 (age in years)
  • From City Y: 5%
  • To City Y: 15%
More people are moving IN than leaving.
Should we target? No

2. Children aged 0-5 in same residence
  • From City Y: 11%
  • To City Y: 3%
More people are leaving than moving IN.
Should target? Yes

3. Children aged 6-17 in same residence
  • From City Y: 9%
  • To City Y: 5%

More people are leaving than moving IN.
Should target? Yes

Hence, City Y should offer incentives to groups who have more people leaving than arriving : families with children aged 0–5 and 6–17. The 30–34 age group should NOT be targeted because more people are moving into City Y than leaving.

Hello, on the Mock3, the answer given for question3 is YES/NO/NO (instead of NO/YES/YES as shown in the answer here)
But I think GMAC are wrong.

Each of the following describes a possible contributor to the cities’ goals of population growth and diversity. Which of them is most clearly NOT addressed by either of the cities’ plans?



Option A: Addressed. Both plans are explicitly built around migration between each city and its surrounding area, and the table is also specifically about that.

Option B: Not addressed. Neither plan talks about migration to and from places outside of the respective city’s surrounding area. They only reference the surrounding area.

Option C: Addressed. City Y explicitly plans to improve continuing education opportunities, so this contributor is covered by at least one plan.

Option D: Addressed. City X plans to improve primary schools, and City Y plans to improve schools and to attract people with young children, so school quality for families with children is covered.

Option E: Addressed. City X explicitly plans to improve roads to facilitate quicker commutes, which directly targets traffic frustration.

For each of the following, select Yes if it describes an aspect to which BOTH the City X plan and City Y plan pay explicit attention. Otherwise, select No.



Q2 asks which aspects BOTH plans pay explicit attention to.

• City Schools

City X explicitly plans to improve primary (elementary) schools, and City Y explicitly plans to improve all schools (primary and secondary). So both address schools.

Answer: Yes.

• Residents’ ages

City X explicitly targets citizens over 45, and City Y explicitly targets people 25 to 34. So both explicitly address age.

Answer: Yes.

• Income levels

City X explicitly targets low-income earners, but City Y does not mention income at all. So it is not something BOTH plans address.

Answer: No.
