City X needs to increase its population of residents. Our new approach to promoting this goal is to offer incentives specifically targeted to individuals from population sectors in which migration to the city from the surrounding area has been greater than migration from the city to the surrounding area. To further this approach, we plan to provide the following incentives:

- increase the availability of resources for women entrepreneurs
- improve the city’s primary (elementary) schools
- improve services for citizens over 45 years of age
- improve services for low-income earners
- improve the city’s roads to facilitate quicker commutes

City Y states the criteria that " incentives are specifically targeted to individuals from population sectors in which migration from the city to the surrounding area has been greater than migration to the city from the surrounding area. "

Data in the migrations tab helps us this for each factor individually

30-34 (age in years) : We know  (From Y %)  is 5% and  (to City Y %)  is 15%, Hence the population migration from city Y (From Y %) to the surrounding has has been less than the population migration to the city Y  (to City Y %)  from surrounding

Hence for each factor to be specifcally targeted if  (From Y %) > (to City Y %)  select  "Yes"  else  "No"

As it can be observed for the rest of the options

Children aged 0-5 in same residence
Children aged 6-17 in same residence

If the migration from City Y is higher than the migration to City Y, it means that City Y’s incentives are appropriately targeted, as they are designed to focus on population groups where more people are leaving than arriving, to help retain or attract them.

Let’s apply this criterion to each factor:

30-34 (age in years):
From City Y (%): 5%
To City Y (%): 15%

The percentage of people moving to City Y is higher than those moving away from it. Therefore, City Y’s policy is not specifically targeted at this group, since more people are moving in than out.
The answer should be “No.”

Children aged 0-5 in same residence
From City Y (%): 11%
To City Y (%): 3%

The percentage of people moving away from City Y (11%) is greater than the percentage of people moving in (3%). This means City Y has lost more families with children aged 0-5, so their incentives are appropriately targeted at this group.
The answer should be “Yes.”

Children aged 6-17 in same residence
From City Y (%): 9%
To City Y (%): 5%

The percentage of people moving away from City Y (9%) is greater than those moving in (5%), indicating that City Y’s policy is targeted at the right group since more people are leaving.

Here, what Is the Question Asking?

Which population groups in City Y should be targeted for incentives? & what is given,

City Y’s approach-> to offer incentives specifically to groups where more residents have moved out of City Y ( “From City Y” ) than have moved in ( “To City Y” ) over the last 5 years.

Hence, for each group, compare the percentage who LEFT City Y ( From City Y (%) ) to the percentage who MOVED IN ( To City Y (%) ).
 If    From City Y (%)    >    To City Y (%)   , City Y should focus incentives on this group (   Yes   ). 
 If    From City Y (%)    <    To City Y (%)   , City Y should NOT focus incentives on this group (   No   ).

Let’s check each group

Option A: Addressed. Both plans are explicitly built around migration between each city and its surrounding area, and the table is also specifically about that.

Option B: Not addressed. Neither plan talks about migration to and from places outside of the respective city’s surrounding area. They only reference the surrounding area.

Option C: Addressed. City Y explicitly plans to improve continuing education opportunities, so this contributor is covered by at least one plan.
