By sorting the table on X1, it is clear that Device X1 has a zero rating for every feature except A and B, and no other device has zero ratings in all those categories. Thus, Device X1 cannot be ratings-dominant over any of the other devices in the table.

Sorting the table by XS shows that every rating for Device XS matches or exceeds the rating for Device X2. Moreover, the ratings for Features A, B, D, and E for Device XS exceed those of Device X2. Therefore, Device XS is ratings-dominant over Device X2.

Sorting the table by XZ shows that Device XZ’s ratings for both Features C and D exceed those of Device X1, but of no other device. However, Device X1 has higher ratings than Device XZ for Features A and B. Thus, Device XZ cannot be ratings-dominant over any of the other devices.

2. Device XS - On comparing we can see that device XS is better in features than X2. As all the features of XS are >= X2 and X2's features are less than those of XS.

Devices are dominant when its ahead of any other model constantly.

Device X1: Its ranked at last in few of the features. So it can't be the dominant one. (FALSE)

Device XS: In above table its always ranked ahead of model X2. Hence Device XS is dominant. (TRUE)

Device XZ: Even though Its not ranked as last. But it's competitive devices are in both in dominant phase for the particular feature or succeeding the model XZ. So it can't be the dominant one. (FALSE)

So, X1 : No, XS : Yes, XZ : No.

I'm not able to understand why RO2 is true. In the Official Explanation, XS is compared only with X2. However, comparing XS in particular with XL, XL has the highest ratings in three features (B, C and G) among all devices whereas XS has highest rating in only one feature (D) and has same highest rating as XL for feature E. For features A, F other devices X1 and XZ respectively have the highest ratings. Then how XS is rating-dominant?

"any  of the other  devices" does not equal to  any devices  or  all devices .

I really didn't understand why the second question is considered true, while the question clearly states that the Device must be compared to all other devices!!
While Device XS is less in the rankings of some features that Device XL!!

Sort the column on the basis of X 1 , XS and XZ for each of the three questions and compare its values with each of the other columns.
For your question , 
Sort the column on XS. See its values are greater than or equal to  all the values of the column X2.  Can you find any value in the column X2 which is greater than a value in XS ? 
Hence XS is rating dominant over X2. Hope it helps.

So, when you do look at the table X1 exceeds XS in A category. So are we looking for most ratings in comparison or are we looking at "every single feature"?

The device must have ratings the same or greater in every category over another device for it to be ratings-dominant. To answer your question, we are looking at every feature because it must have better ratings in every feature.
