why cannot I select in all nations with declining production and Australia?

Actually, there may be none that have a declining production. Remember, we are not talking of declining trend, that is it is declining for most part. Here, it is clearly declining production, all including Australia have at least one year when the production rises.

Also, the total for all nations is much easier to be grasped and related to the blue part right at the bottom. So, in actual exam, you should not be forcing yourself to find an alternate answer.

The changes in the total amounts of the mineral produced in __________ from 2008 to 2011 are primarily reflective of changes in the amounts produced in ___________ (Aus, Canada, Kazk, Russia)

This means the second blank will be a part of the group mentioned in the first blank.
Try "in the entire world" in first blank. Any country can be placed in the second blank now.

From 2008 - 2011, the production in the entire world increased by about 14 (from 44 to 58).
In the same period, the production in Kazk has changed by most so let's check that - by 12 (from 8 to 20)
For all other given countries Aus, Canada and Russia, the production has either stayed same or decreased.

Out of the increase of 14, Kazk accounts for 12 so the changes are primarily reflective of changes in the amounts produced in Kazk.

­the amounts in kazakhastan are increasing , now when you see entire world it's not affected because of kazakh right it should be between bars like australia which has decreased as well while rest other countries remain constant , so how come kazakhastan has affect ?
