The inspection failure rate is represented by the grey bars. It is the highest for 20 - 25 so we can say that inspection failure rate was highest for vehicles that were 20 - 25 years old. 
In this group, what is the approximate % of vehicles of that age that had faulty lights? We see that 25% vehicles of that age had faulty lights (and hence failed inspection). So our answer is 25%.
 ANSWER: 20 - 25 years, 25%

Note that it is NOT 25/65 i.e. about 40% (anyway that option is not available). More importantly, why? Because our base is 'vehicles of that age', not 'vehicles of that age that failed inspection.' Read the question again.

Can anyone help explain this question please?The stem states that the small ''graph sticks'' are 
 
so the second part of the answer is a percentage of the failures themselves in our case it must be 25%(percentage of faulty light failures) of 65% (total failures)  which gives us approximately 15%

One easy way to eliminate answer choices is when you see the word ‘approximately’ related to faulty lights. Vehicle ages between 0-5, 10-15 and 20-25 have approximate value for faulty lights. From these three age group of cars, 20-25 has the highest rate, hence the answer to the first drop down and the corresponding faulty lights is approximately 25%

Karishma B has already answered but a good way would also be reading graph - all the coloured bars in each age total upto the total failure rate

Basically if total failure rate is 60% for 15-20

Faulty lights is 30%
Faulty brakes is 15%
Worn tires 13%
Exceeding commissions is 2%
If we add it gives us 60%

If we were to draw it as stacked chart
We would have 60% as grey bar and in that we would divide it to 4 parts with 50% being faulty lights etc etc

Also the fill in the blanks says % of vehicles in that age and not % of faulty vehicles

1) The total failure is the Gray Bar
2) %age given for the reasons/causes of failure are % of failure for that cause for that age range.
