EUROPEAN NATIONS BY POPULATION, USE OF EURO AND NATO STATUS
The diagram shows the 44 nations that occupied the continent of Europe in 2013. Every dot represents a smaller nation with a population less than 500,000, whereas every circle represents a nation with more than half a million people. Those nations inside the "NATO" circle are members of the NATO military alliance. Those nations inside the "euro" circle use the euro as their primary currency.

Good news - your two selections are correct. "Only use the euro" and 17% is exactly the most accurate completed statement.
Here's why it holds, building on what SM15 already laid out in the thread:
- The sentence starts with "considering only the set of nations with a population over 500,000" - so you work with the circles only and ignore every dot (the under-500k nations). That gives you 36 circle-nations as your base.
- The region you want is the part of the euro circle that does not overlap NATO - the nations that only use the euro. There are 6 of them.
- So the fraction is 6 / 36 = 0.1666... ≈ 17%.
The key thing you got right is the base: you divided by 36 (all circle-nations), not by 44 (which would have wrongly pulled in the small dot-nations). That's the trap on this kind of question - using the whole picture instead of the restricted set the sentence names.
It's also worth seeing why the other dropdown pairings don't work: the "only in NATO" and "in NATO and use the euro" regions give counts that don't round cleanly to any of 13 / 17 / 20 over a base of 36, so "only use the euro" is the one option that lands on an offered percentage.
