Then ⋄ could have any value from 2 to 8

Why can't △ be a fraction? 18*1/2=9
1/2 is a positive digit and its smaller than 18.
1/3 " " " " " 27.
And then its IS.
Maybe I missed something, I will be happy for clarification.
