(1) The distance along the railroad tracks between stations M and O is 15 miles.
(2) The distance along the railroad tracks between stations N and Pis 12 miles.

To find the distance along the railroad tracks between stations N and O
Statement 1
The distance along the railroad tracks between stations M and O is 15 miles
=> MN + NO = 15
Several values are possible for NO
Statement 1 is not sufficient
Statement 2
The distance along the railroad tracks between stations N and P is 12 miles
=> NO + OP = 12
Several values are possible for NO
Statement 2 is not sufficient
Combining statements 1 and 2
MN + NO = 15 and NO + OP = 12
NO can be 6 implying MN is 9 and OP is 6
NO can be 10 implying MN is 5 and OP is 2
Statements 1 and 2 together are not sufficient
Hence option E
Statement 1

Statements alone are obviously insufficient.
1) & 2) combined is still insufficient as we can have several scenarios. Let's pick a couple of examples.
Let's say that MN = 14, then NO = 1. If NO = 1 then OP = 11.
Now let's say that MN = 5, then NO = 10. If NO = 10 then OP = 2.
Both scenarios meet the conditions so we don't have enough information.
Answer E.
