The answer is B.
1) this could be true for x=y=4, in which case the answer is "yes" (|4|+|4|=4+4)
But it is also true for x=y=-4, in which case the answer is "no" (|-4|+|-4|=4+4 = 8, -4+-4=-8)
2) a positive number is always worth its absolute value ==> |x|+|y|=x+y. sufficient!
