Can someone help me with this problem? I don't understand why it's C & not E.

For this question, it might help to take 3 to 4 examples.
1. R is less than 20 : not sufficient as no information about s.
2. S is greater than 65 : statement 2 not sufficient since no date about r.
When taken together, we have two conditions now. r <20 and r>0, s>0 and s>65. Taking examples for max possible value of r is 19 and minimum possible value of s is 66, the value is more than 1/3. So, all values for r will only reduce and s will increase. So, it is sufficient to answer that it will not be less than 1/3.

Is \(\frac{r}{s} < \frac{1}{3}\)?
We can pull the numbers and variables around freely because they're all positive.
Change the question to: "Is \(3r < s\)?
We need both statements as each statement only talks about one variable.
Combined:
3r is less than 60. s is greater than 65. We may use 60 as a bridge, we have \(3r < 60 < 65 < s\). Thus \(3r < s\) is true, sufficient.

19/66 would actually be SMALLER than 1/3... but I think this answers the question sufficiently anyways. So, together, the statements would be sufficient.
