Highest power of 3 in X! =?
Statement 1:
The highest power of 9 in X! Is 6
=> The highest power of 3 in X! can be 2 * 6 = 12 or it can be 13 too.
Statement 1 is Not Sufficient.
Statement 2:
The highest power of 11 in X! Is 1
This is clearly not Sufficient as there is no relation between power of 3 and 11.
Statement 1 and Statement 2 combined:
We can take the same explaination in Statement 1.
Together also, Statement 1 and Statement 2 are not Sufficient.
So, correct answer is option E.

You are missing one case.What if "3" is present odd no. of times in number.For e.g.3^7.So, we can't conclude about that sure shot from 1st statement.So,Answer cannot be "A"
