As per Statement 1, we know that M/1000 has tenths digit as 4. This means that M could be any number of the form ab4yz. (M/1000 will then be ab.4yz making 4 as the tenths digit)
M/10 will then be ab4y.z and the tens digit of M/10 would always be 4. Thus statement 1 is sufficient.
From statement 2 we know that M when rounded to the nearest thousand is 85000. This means M could be anything from [84501 to 85499] and this M/10 can take all the values from 0 to 9. Statement 2 is thus not sufficient.
